H1B already mandates that employees be paid within the wage window of their peers. And anecdotally I know several who make more than their citizen peers in the same company same level
Not fully, the problem is much deeper than compensation. Let's not have large companies game around the slots allotted and using various means to get more slots. And put some serious enforcement on how they justify their H1b's to begin with as a start.

Someone pulling mid-6-figures in the Valley is already paying a ~35% effective tax rate (state + medicare + federal). That same person taking a low-6-figures job in Spain would pay ~40% effective tax rate - and Beckam's Law would likely cut that to 24% for the first 6 years in any case

Mate, I made this exact move ~5 years ago, it's really not that hard to learn a foreign language and navigate a bit of bureaucracy (although I will admit, Spain may be better than most in this regard)
i was using wsl2. and got weird slowness and high cpu. appeared it was their built in antivirus(av). i disabled av, but it autoenabled later and did same.
it is possible to secure windows other way without active protection btw.
i used git on wsl2. it got weird issues with git connectivity over wifi.

I've always been surprised by the naivety of tech people with respect to this question. The only possible solution to power is power itself. Software can be a small part of that, but the main part of it is human organization: credible power to be used against other organized holders of power. No amount of technology will let you go it alone safely. At best, you may hope to hide away from power with the expectation that its abuse will just skip over you. That is the best you could hope for if all you want are software solutions.
You can design in ways such that there isn't a password to give up in the first place. Maybe the key is distributed and you need all x number of people to decrypt. Sure, maybe the state can capture everyone but it becomes significantly harder than targeting a single person and threatening them with torture.
Combine that with rate limiting and a dead man's switch.
Hard power still matters. It gets access to things like fiber closets, upstream dependencies, subtle flaws in encryption schemes that take years to figure out, information linking your networks, and more than I can think of.
