I see this as a natural extension to the “Threats” section. In comp sci (esp software engineering) conference papers are required to have a “Threats to Validity” section to address the reproducibility and generalisability concerns. NSF needs proposals to describe the broader societal impacts but it’s typically to answer the question of — how will this research positively impact society? But I’ve rarely seen it being used for negative societal consequences..
