Which means all fossil fuel vehicle emissions must be offset. That'd make it cheaper to switch away from fossil fuel for the vast majority, but there will always be use cases for fossil fuels.

Yes. And there’s no way to offset carbon emissions at any significant scale that I’m aware of.
