There's a difference between encouraging security guys to start looking at new cryptosystems now and encouraging them to pick one and put it into _the_ standard right away. The NSA saying that probably also helped research get funded. Crypto standards probably should be picked to be good and usable for a long time; jumping one of the first few may not be conducive to that.
