Yes, it's very un-Apple of them, which some are taking as Apple being accepting and welcoming of other OSes, in particular Linux, on Macbooks. Which is an optimistic take, IMO, even if not unfounded.
It’s not un-Apple of them, people just make up the idea that Macs are going to be locked down next year and have continually made it up for the last 10 years (or more).
Don’t assign to Apple what you can blame to Intel.
I sincerely believe the per-partition security to be an improvement Apple wants, but couldn’t deliver with EFI. It allows developers to have unsigned Beta versions of macOS without degrading security for the other OSes.
