Leadership flaws will trickle down to all the assholes below. That's why America going backwards and into facism (even if by some miracle we get out of it) will plague us for another 20+ years. It emboldens people to think they can do the same. It lets people think its okay to raise their kids to believe in doctrines and ideologies that were starting to wear down a tad and flare them all up again.
