Absolutely. In a lot of ways, Android UI design is like designing for the web, in that you're designing rules for layout more than you're designing specific layouts.

Although I'd argue that that's really what designers should be doing anyway, thinking procedurally and in terms of systems rather than fixed, one-off designs.
